The mental model: tools are a fixed cost, headcount is a tax on revenue

Here is the reframe that makes the rest of this study click into place. A tool is a fixed cost. A hire is a tax on every pound of revenue you ever earn.

A £20 tool is £20 whether you do nothing with it or run a thousand campaigns through it. It does not scale its claim on you as you grow — if anything it gets cheaper per unit of output. A salary does the opposite. A person costs the same on a quiet week as a busy one, takes holiday, needs managing, ramps for one to three months before contributing, and — the part founders forget — sets a floor under your burn that never moves down. Every hire raises the burn rate you must cover before the business is even level, and shortens your runway by a fixed amount each month regardless of output.

Think of it as two different shapes on a graph. Tools are a flat line near the floor. Headcount is a step function that jumps every time you hire and never steps back down without a painful redundancy. The reason the lean stack wins is not that software is cheap in absolute terms — it is that software keeps your cost base flat while an agentic operator gives you the throughput that used to require steps. You buy range without buying the step function.

This is also the difference between the headline price and the real one. The honest accounting frame is total cost of ownership: a tool's TCO is close to its sticker, because it onboards itself in an afternoon; a hire's TCO is the salary plus tax plus pension plus the management time plus the ramp plus the opportunity cost of the wrong hire. Once you price the ownership, not the sticker, the spreadsheet stops being close.
